In this paper，fire indexes and fire assignments are put into a batt1e situation. Some reasonable rules for fire indexes and fire assignments and some concepts such as reasonable fire patterns and normal fire patterns are raised. Normal fire patterns are proved to be reasonable. Some relationship between fire indexes in a normal fire pattern and characteristic vectors is revealed. It is desired to create mathematical tactics，which is expressed at the end of this paper.
