This paper introduces an approach to recognizing on-line handwritten Chinese characters, which gets ordered sequence of line segments based on the Dynamic Chinese Character Base-units. This approach has no restriction on writing order, and is adaptable to variants of handwritten Chinese character. As a result of testing, the recognizing rate of a system based on this approach is 97.1%.
