As the High level architecture of modeling and simulation (M&S)，HLA will provide the user great benefits. The key of promoting the application of HLA is the automation of federation development and execution process(FEDEP).This paper studies the feasibility, points out the issues to which special attention should be paid, focuses on the key techniques of applying the rational rose which is a powerful computer aided software engineering（CASE）tool to support the automation of FEDEP,and provides an example of application.
