The simulation engine (SE) is the most important federate among the federations based on HLA. This paper puts forward a simulation scheduling architecture including SE,federate vessel and entity.And then it raises a hiberarchy simulation schedule arithmetic based on time sequence and event sequence.At last, we introduce the design and implementation of the federate framework of SE,which is applied in efficiency simulation and the evaluation system of C3 I.
