Such problems as the difficulty to set up models and the inaccurateness occur when the classical effectiveness analysis method is used to analyze the measurement of force effectiveness (MOFE) of the reconnaissance and surveillance (S&R) system. Considering the intelligence-supported aim of S&R system, a new method to assess its effectiveness based on information needs is put forward.
