A new technique of 8mm-band electrical scanning-tracking antenna with small power is discussed. It completes electrical scanned beam in high speed，by four PIN diods installed in two layers dual-ridge rectangular waveguides，The difficulfies of technique and the method of solving it are studied. Experimental results show that properties are safisfactory. This technique can also be used in other microwave bands.
