In this paper，the characters of the state transition probabilities matrix of a group of damage-dependent targets are deeply analyzed，and a number of important conclusions have been reached. On the basis of the anabove alysis，the general fire-power allocation model to the system consisting of some groups of targets related to damage is discussed.
